Request for Transfer of Certificates of Compliance (CoC) for Dockets 71-9276, 72-1007 and 72-1026
Dear Mr. Layton:
Westinghouse Electric Company LLC (Westinghouse) has acquired the intellectual property for the FuelSolutions' and VSC-24 spent fuel cask systems from EnergySolutions (ES), effective September 13, 2019. Westinghouse hereby requests the transfer of the three Certificates of Compliance (CoCs) identified below and currently held by ES to Westinghouse:
- 1. Certificate of Compliance for Spent Fuel Storage Casks, Model No.: Ventilated Storage Cask (VSC-24), Certificate No. 1007, Docket No. 72-1007, issued to EnergySolutions (renewed CoC Revision 0 including Amendments 0 through 6)
- 2. Certificate of Compliance for Spent Fuel Storage Casks, Model No.: FuelSolutions' Storage System, Certificate No. 1026, Docket No. 72-1026, issued to BNG Fuel Solutions Corporation
- 3. Certificate of Compliance for Radioactive Material Packages, Model No.: FuelSolutions' TS125 Transportation Package, Certificate No. 9276, Docket No. 72-9276, issued to EnergySolutions In accordance with the aforementioned transfer, Westinghouse assumes the responsibilities as the CoC Holder, including responsibility for maintenance of the certificates, the associated safety analysis reports (SARs), and the existing quality assurance records, going forward, in accordance with the requirements of 10CFR71.91(c) and 72.242(a). The existing Westinghouse Quality Assurance Program, Revision 7, which was approved by NRC on December 29, 2014 [ML14336A487] will apply for Part 71 activities per 10CFR 71.101(f), and for Part 72 activities per 10CFR72.140(d) with the additional recordkeeping requirements of 10CFR72.174.
