Dear Ms. Chen:

By letter dated October 4, 2023 [l], the NRC staff sent Requests for Additional Information (RAls) to support review of Amendment 9 for the HI-STORM FW Certificate of Compliance No. 1032 and requested that Holtec provide this information by November 3, 2023.

Many of the RAls seem to be requesting an update to Amendment 9 based on the current status of Amendment 7. However, Amendment 7 is not fully through the RAI phase as Holtec is still working on clarifications that will be submitted in November. Because Amendment 7 is not completed yet, Holtec plans to postpone responding to the Amendment 9 RAis until the Amendment 7 CoC is finalized. This delay will allow Holtec to provide the NRC clear RAI responses consistent with the final version of the Amendment 7 CoC rather than risking additional rounds of RAis/responses due to further changes in the Amendment 7 CoC before it is finalized.

Holtec understands that any delay in the responses to the Amendment 9 RAls will push out the rest of the Amendment 9 schedule.
