Dear Ms. Kock:

Holtec International herewith submits an update to the Final Safety Analysis Report (FSAR) for the HI-STAR 100 Dry Spent Fuel Storage System. This update (Revision 4) to the FSAR includes changes from HI-STAR 100 CoC 1008 Amendment 3 [1] approved by USNRC, and also includes the effects of changes to the cask design or procedures made pursuant to 10 CFR 72.48(c) that were not previously incorporated into the FSAR. Note that this update to the FSAR is provided for information only, and does not constitute a periodic (biennial) update m accordance with 10 CFR 72.248, which was submitted to USNRC on October 22, 2019. to this letter is the proprietary version of HI-STAR 100 FSAR Rev. 4. Enclosure 2 is the non-proprietary version of HI-STAR 100 FSAR Rev. 4. Enclosure 3 is an affidavit per 10 CFR 2.390 requesting that Enclosure 1 be withheld from public disclosure.
