Dear Mr. Jacobs:

Holtec is pleased to submit the attached request for amendment to the HI-STORM 100 Certificate of Compliance 72-1014. This amendment request only contains one change, which is to incorporate the topical report on heat load patterns (Ref. [1]).

A proposed CoC is included as Attachment 1 to this letter, and proposed FSAR changes are included as Attachment 2.

Due to the fact that this change is extremely limited scope, and only incorporates a topical report already reviewed and approved by the NRC technical staff, Holtec requests that this amendment be approved and effective for use by mid-2023. This need date will allow the applicable sites to evaluate new heat load patterns using this methodology, and be prepared for 2024 loading campaigns to support on-going decommissioning activities.
