ISSUANCE OF RENEWED MATERIALS LICENSE NO. SNM-2510 FOR THE RANCHO SECO INDEPENDENT SPENT FUEL STORAGE INSTALLATION (CAC/EPID NOS. 001028/L-2018-RNW-0005 AND 000993/L-2018-LNE-0004)
Dear Mr. Tallman:
The U.S. Nuclear Regulatory Commission (NRC) has issued renewed License No. SNM-2510 and the Technical Specifications (Appendix A) for the Rancho Seco Independent Spent Fuel Storage Installation (ISFSI). By letter dated March 19, 2018, as supplemented June 25, 2018, August 6, 2018, September 26, 2018, April 22, 2019, June 26, 2019, July 12, 2019, and January 23, 2020 (Agencywide Documents Access and Management System (ADAMS)
Accession Nos. ML18101A026, ML18179A255, ML18221A283, ML18221A293, ML18285A414, ML19121A269, ML19184A179, ML19204A239, and ML20038A131), the Sacramento Municipal Utility District (SMUD) submitted an application to the NRC for renewal of License No.
SNM-2510 for the Rancho Seco ISFSI.
With the exception of the additional license conditions for aging management, the revised expiration date, and administrative clarifications to the license and technical specifications, there are no additional changes to License No. SNM-2510. Therefore, amendments that have been issued through Amendment No. 4 are incorporated into this license. The renewed License No.
SNM-2510 expires on June 30, 2060.
The technical basis for issuing the renewed license is set forth in the enclosed staffs safety evaluation report for the Rancho Seco ISFSI renewal. In connection with the issuance of the renewed license, an environmental assessment and finding of no significant impact was noticed in the Federal Register (85 FR 13191) on March 6, 2020. A notice of issuance of the renewed license will also be published in the Federal Register.
