By letter dated April 27, 2021, the U.S. Nuclear Regulatory Commission (NRC) provided a draft environmental assessment (EA) for the GE Hitachi Nuclear Energy (GEH) Morris Operation decommissioning funding plans (DFP) to the Illinois Emergency Management Agency (IEMA) for review and comment (Agencywide Documents Access and Management System [ADAMS]
Accession No. ML21110A164). You provided IEMA comments by letter dated June 4, 2021 (ADAMS Accession No. ML21166A206). The NRC staff appreciates your review and comments on the draft EA. This letter responds to your comments.
The staff requested additional information from GEH, which GEH provided in a submittal dated June 17, 2021 (ADAMS Accession No. ML21168A257). In the submittal, GEH provided an updated DFP, Revision 5, dated June 17, 2021 (ADAMS Accession No. ML21168A260). The DFP, Revision 5, includes the following information associated with IEMA comments:
The estimated total volume of low-level radioactive waste is provided in Table 6.1, Estimated Waste Volumes.
The decommissioning cost estimate was updated and increased to include the fee to be assessed by IEMA under Section 13 of the Illinois Lowlevel Radioactive Waste Management Act. This updated information is provided in Table 6.8, Packaging, Shipping, and Disposal of Radioactive Wastes, and Table 1.1, Decommissioning Cost Estimate Summary.
The NRC staff revised the draft EA to include the references to the updated DFP, Revision 5, and the IEMA comments (enclosed). Please let me know if this letter addresses your comments or if you have any further comments on the revised draft EA.
