SUBJECT:

FORT ST. VRAIN FIRE BARRIER PENETRATION SEALS We have reviewed your letters dated July 2 and 27,1987 (P-87241 and P-87269) l concerning Fort St. Vrain's fire barrier penetration seals. In these letters, l you requested to eliminate or reduce maintenance requirements on certain fire l seals. You justified this reduction in fire protection requirements by the l fact that these seals were not required to conform with staff fire protection j guidelines, which are delineated in Appendex A to BTP APCSB 9.5-1, and the requirements of Appendix R to 10 CFR 50. In most cases, the seals were part of a barrier that was not evaluated or credited in any fire protection analysis.

These seals were not previously reviewed and approved by the NRC.

We were concerned that some of these seals were located in fire barriers that are relied upon to limit fire spread so as to assure that systems relied upon to safely shut down that plant are free of fire damage. In a telephone j conference on August 18, 1987, your representative reaffirmed that these seals are not located in such barriers. On this basis, and as a result of their review of the information provided in the above-referenced letters, the staff concurs with your position that the surveillance of these seals can be reduced or eliminated.  !
