"B". HELIUM CIRCULATOR REMOVAL By letter dated July 2,1990, you requested our concurrence with your plans to

• remove the "B" helium circulator from the reactor vessel and store it on-site until the NRC acts on your request for a possession only license for Fort St. Vrain (FSV).

We have reviewed your proposal and agree that (1) the B" helium circulator would have to be remved in order to ccrrect the seal leakage problem anyway;  :

(2) the circulator is not needed for the present FSV shutdown conditions; i and (3) your solution to correct the leakage problem by removt.1 of the circulator is acceptable. 7 Sincerely, i
