APPROVAL 0F THE FORT ST. VRAIN FINAL SURVEY REPORT AND PROPOSED SAMPLING AND SURVEY PLAN FOR THE EFFLUENT PATHWAY 4

The Nuclear Regulatory Commission staff has reviewed the Public Service Company of Colorado's (PSC) September 11, 1996, submittal (P-96068) entitled
" Proposed Sampling and Survey Plan for Effluent Pathway, Fort St. Vrain Final Survey Program," PSC's January 31, 1997, submittal (P-97007) entitled
" Response to NRC Comments Regarding the Proposed Sampling and Survey Plan for Effluent Pathway for the Fort St. Vrain Effluent Pathway," PSC's April 28,1997, submittal (P-97029) entitled " Confirmatory Radiation Survey of Liquid Effluent Pathway, Response to NRC Comment," and PSC's February 27, 1997, submittal (P-97008) entitled " Response to Comments Regarding Fort St.
Vrain Final Survey Report." The January 31, 1997, submittal (P-97007) and the April 28, 1997, (P-97029) submittals were in response to the staff's requests for additional information in support of the PSC's Effluent Pathway Analysis, and PSC's submittal (P-97008) dated February 27, 1997, was in response to the staff's questions on the Final Survey. The submittals have resolved our ccnutrns, and the staff is approving the Final Survey Report and the Effluent Pathw o' Survey Plan and scporting analysia.
The :taff's approval is based on NRC Inspection Report 50-267/97-01,the release criteria initially established in the FSV approved Decommissioning Plan, Chapter 4, " Final Radiation Survey Plan," the NRC Regulatory Guide 1.86,
" Termination of Operating License for Nuclear Reactors," and supporting confirmatory survey work conducted by the Oak Ridge Institute for Science and Education (0 RISE) and documented in the ORISE April 24, 1997, report entitled,
" Confirmatory Survey of the Group E Effluent Discharge Pathway Areas, Fort St.
Vrain Nuclear Station, Platteville, Colorado."
