Dear Mr. Weber:

This letter submits for NRC approval the last of three reports that document the final radiological condition of the Fort St. Vrain Generating Station (FSV), in support of a forthcoming request for termination of the FSV 10 CFR Part 50 license. The first two phases of this FSV Final Survey Report were submitted via References 1 and 2.

,8 Final survey activities were performed in acevidiir,ce with the FSV Final Survey Plan and

. implementing procedures. Survey measurements, instrumentation, personnel training, i data analysis, quality control measurements, and documentation were all performed by

, our decommissioning contractor, the Westinghouse Team / Scientific Ecology Group, Inc.  ;

- (SEG), in accordance with approved program requirements, with one exception. In the  ;

. liquid effluent pathway, soil samples and survey measurements were ta k eni n accordance j with a specifically developed survey plan, that allows survey efforts to be more focused  !

i in areas where contamination is most likely to be found. PSCo requested NRC approval [

j of the effluent pathway survey plan in our letter of September 11,1996 (Reference 3). l

PSCo recognizes that effluent pathway survey data collected in advance of NRC approval

!- is subject to revision, based on NRC comments that may be forthcoming. However, we i consider that the effluent pathway survey plan is appropriate for the FSV Final Survey, l and believe that any comments can and will be satisfactorily resolved.

Quality Assurance Ovendght t

! As described in the previous two final survey reports, PSCo performed significant quality assurance and oversight activities, including audits and monitorings of selected survey

activities, to provide further confidence in the report results. This effort involved field

' observations, calculation verifications, and documera reviews. In addition, we retained

a third party to perform ir "+;-:+ht verification surveys. All of these efforts are
documented in the enclosed report.

i I Resubmittal of Infonnation From Mrst Two Reports i

This final submittal of the FSV Final Survey Report provides survey results for all remaining surfaces and structures, systems, open land areas, and the liquid effluent pathway. Information from the first two submittals is, in general, not re-submitted.

4 However, a small amount of material in the enclosure to this letter is intended to replace material from previous submittals, with the following explanation:

  • Replacement material is included in Binder 3 of 32 in the enclosure to this letter.
