This refers to the inspection conducted by Messrs. R. E. Farrell,
P. W. Michaud, H. D. Chaney, and R. P. Mullikin of this office during the
period July 16 through August 31, 1989, of activities authorized by NRC
Operating License DPR-34 for the Fort St. Vrain Nuclear Generating Station, and
to the discussion of our findings with Mr. C. H. Fuller and other members of

your staff at the conclusion of_the inspection.

Areas' examined during the inspection included onsite followup of licensee event
reports, review of the 10 CFR Part 21 reports, review of licentee action on
Generic Letter 83-28,' operational safety verification, onsite followup of
events, monthly surveillance observation, and monthly maintenance observation.
Within these areas, the inspection consisted of selective examination of
- procedures and representative records, interviews with personnel, and
observations by the inspectors. The inspection findings are documented in the
enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
this violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2 Title 10, Code of Federal
Regulations. Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in -
paragraphs 4 and 5 of the enclosed report.
- The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Papenvork Reduction Act of 1980, PL 96-511.
