OPERATOR'S ROLE IN MITIGATING A HIGH ENERGY LINE BREAK (TAC NO. 61894)

The staff has completed its review of your submittels dated June 26, 1986, January 15 and March 31, 1987, and December 9, 1988, concerning the role of the operators in mitigating _ high energy line breaks (HELBs) at Fort St. Vrain.

This review involved several rounds of questions by the staff, concerning both technical and human factors aspects of this problem. Our safety Evaluation is enclosed (Enclosure'1).

Part of this review was performed by our contractor, Idaho National Engineering Laboratory (INEL). INEL's technical cyaluation report is enclosed. Based on the staff's and INEL's review, we have concluded that the operator's role in responding to HELBs is. acceptable.
