The staff has reviewed your submittals, F.eferences 1 thru 3. concerning changes you have requested to corrritr,ents for the Fort St. Vrain Nuslear Generating Station (FSV). We have individually exar.iined each char.ge and our discussion follows:

The prir.ary cause for the further delay is the FSV's limited operating tire at higher reactor power levels.

The staff agrees that a lack of operating data at higher power levels is e valid reason for delay.

In your letter (Reference 1) you proposed an extended schedule, with the improved CRCP surveillance program being submitted approximately 150 days after the startup of the fourth refueling outage or approximately July 1989.

The staff finds this proposal acceptable.

Appendix R Modifications - Emergeney Ligh_ ting, System - In your letter, _

This additional delay of approximately 6 weeks is to allow for replacenent of storage batteries damaged due to inadequate storage conditions.

The staff finds this delay is acceptable.

Perfomance Enhancement Program (PEP) Review - In your letter, Reference T~yFu request th~a't'~the~ interval for the neetings on the PEP be extended to one year. The staff notes that the significant improvements in your perforrance, both during plant operation and outages, are evident. This improvenent is docunented in the reports of the Systematic Assessment of Licensee Performance (SALP).- Therefore, the staff concurs that the PEP program review should occur once per year.

The staff's preference is to combine this neeting with your response to the annual SALP report.

A revised sumary of your ccernittents is enclosed.

PCRV Tendon Surveillance Program - In your letter Reference 2. you note that in an earlier submittal dated July 20. 1987 (P-87234) an alternative PCRV Tendon Surveillance Program was proposed. The key features of this alternative program are that the surveillance intervals are extended from 6 to 12 months. The cycle for new tendons selected for liftoff testing is extended from 18 to 24 months.

In considering this extension. the staff notes that over 80% of the tendons have been examined. so the data sample is f airly complete.

Repeated testing of the control group tendons by liftoff shows no obvious degradation over three years. The five worst case tendons are stable, and still acceptable by the end of life criteria in the FSAR.

Based on the above considerations. the staff finds your revised PCRV tendon surveil-

-lance program is acceptable.

Appendix R Hodifications - Emergency Lightino System - In your letter.
