IMPLEMENTATION OF THE TRAINING RULE (10 CFR 50.120)

On April 26, 1993, the Commission issued the final rule on training at nuclear power plants (58 FR 21904). As indicated in the Supplementary Information included with the publication of this rule,.these requirements apply to all facilities with operating licenses. This includes those plants with operating licenses that have been amended to possession only status. When issuing the rula, the Commission indicated, for decommissioning facilities, that if permanent changes in the plant m'ake some, or all, existing training programs unnecessary, the licensee would obtain relief by applying for an exemption eliminating or modifying the affected progran Since the NRC is now considering issuance of exemptions from this regulation, the purpose of this letter is te request certain plant-specific information to support the exemptions.

Your response to this request would be voluntary.

The t aining rule requires licensees to develop training programs in accordance with the systems approach to training (SAT) for the following nine categories of nuclear power plant personnel:

Engineering support personnel The NRC staff requests that you evaluate needed training considering the specific conditions at your facility for each of the above categories.

If you feel that development of a SAT-based training program in any of these areas is unnecessary for yuur specific facility, you may wish to indicate the specific reasons why such SAT-based training is unnecessary, and the nature of the existing training programs, if any, in these areas. T,he NRC will then review the information submitted and where adequate justification is provided, the staff will m ue on its own motion any appropriate exemptions from the training n'.
