SUBJECT:

FORT ST. VRAIN SCHEDULE COMMITMENT ITEMS REVISION 8 (TAC NO. 72063)

By letter dated June 16, 1989, you requested certain changes to previous commitments concerning Fort St. Vrain (FSV). These changes reflect your plans to shutdown FSV. The staff has reviewed your submittal and individually examined each change. Our discussion follows:

Annual Report of Moisture Ingress You have requested that the last two reports be scheduled for July 15, 1989 and 1990 respectively. This coincides with the remaining plant operating cycle.

The staff agrees with this modified commitment.

Evaluate Control of Moisture in Control Rod Drive Mechanism (CRDM) Purge System You have requested that this report be scheduled for July 15, 1989. You have also requested that this report focus on the effectiveness of CRDM moisture control. The staff agrees with this modified commitment.

Prestressed Concrete Reactor Vessel (PCRV) Tendon Surveillance You have requested that Tendon Surveillance Program results be provided to the i staff by July 21, 1989 and one month after final depressurization. This coincides with the remaining plant operating cycle. The staff agrees with this modified commitment. (The staff also agrees that these changes do not need to be included in the Technical Specifications.)

Five Protection Modifications (Including Alternate Cooling Method (ACM) Backfeed)

You have requested that the performance enhancements involving the ACM backfeed be removed. Since the staff is considering issuing other correspondence conce.rning these matters, all fire protection modification commitments are deleted from this listing.

Control Room Habitability You have committed to submit an amendment to the Technical Specifications addressing this issue by September 30, 1985. This amendment would provide for additional protection if gaseous chlorine use on site is continred. The staff accepts this commitment t; address the issue as noted.

Control Room Design Review Modifications You have committed to prepare a summary document on the Control Room Design Review by December 15, 1989. Furthermore, you have committed to maintain con-trol room improvements for the balance of plant life. The staff accepts these commitments to address the issue of control room design review modifications.

A revised summary of your commitments is enclosed. The staff notes that Commitment 2c. will be the subject of separate correspondence. Commitment 7.
