Ladies and Gentlemen:
i In Reference 1, Public Service Company of Colorado (PSCo) provided the 1996 Annual Radiological Environmental Operating Report, and noted that the final radioactive effluent release had been completed on July 3,1996. There were no subsequent releases in 1996 and PSCo further noted that the submitted report was complete for calendar year 1996, and would serve as the final such report for Fort St. Vrain.
This letter documents that there have been no activities involving release of radioactive materials from the Fort St. Vrain Nuclear Station that potentially could have affected the f
environment, subsequent to the previous Radiological Environmental Operating Report.
L 0 Furthermore, the Final Radiation Survey Report (Reference 2) documents that the facility satisfies the criteria for unrestricted release, and the Final Radiological Effluent Release ig/
Report (Reference 3) documents that no radioactive materials remain onsite to be
'O released. Based on the fact that no environmental impacts are credible, no further environmental monitoring is planned.

March 18,1997 Page 2 This letter reporting no further environmental monitoring activities is PSCo's Final Radiological Environmental Operating Report. This repon is provided in accordance with Section 5.5.1.b of the Fort St. Vrain Decommissioning Technical Specifications to provide a report of activities of tiie unit, and is supportive of PSCo's request to terminate Fort St. Vrain's 10 CFR Part 50 license. License termination is currently expected to occur in the second quarter of 1997.
If any changes arise, PSCo will notify the NRC and provide a supplement to this Final Radiological Environmental Operating Report. If you have any questions regarding this information, please contact Mr. M. H. Holmes at (303) 571-7633.
