Exemptions and Modifications

Dear Mr. Johnson:

This letter documents a telephone conversation with your staff on July 8, 1985 regarding the interim measures committed to in Reference 1.

Based upon that conversation, Public Service Company of Colorado (PSC) agrees to increase the frequency of the fire watch described in Reference 1 from once an hour to once every twenty minutes.

Procedure SR-0P-42-W will be in effect prior to startup to implement this fire watch.

In addition to general surveillance of the areas identified in Section 4.5 of Reference 1, the following equipment will also be included in the fire watch:

Turbine Water Removal Pumps, Loop II Bearing Water Pumps, Instrument Air Compressors, and PV-22153/4.

This equipment was specifically addressed by the NRC as having insufficient justification of the interim configurations. PSC will review these arees and provide additional justification in the near future for NRC review and approval.

If approved, it is PSC's intention that the fire watch be discontinued once the new detection system described in Reference 1 is operational.

Prior to plant startup, PSC will have Operating Order #85-11 in effect whjch requires operating personnel on shift to carry portable hand held lights (standard flashlights) at all times.

spare lights and batteries will be kept in the Shift Supervisor's Office.

These details are supplied in response to a request made during the July 8th conversation to provide the details of our interim measures in lieu of the final emergency lighting modification.

The information submitted by this letter responds to the open NRC questions received to date on the 10CFR50 Appendix R Fire Protection Evaluation and specifically, the interim measures. We conclude that the interim measures described in Reference 1 are acceptable to the NRC with the changes to the fire watch frequency and responsibilities described in this letter.

All interim procedures described in Reference 1 will be complete and in effect prior to plant startup.
