SUBJECT:

ALTERNATIVE COMPENSATORY MEASURES INSTITUTED PER FIRE PROTECTION OPERABILITY REQUIREMENT-16 We have reviewed your letter dated June 15, 1989 concerning alternative compen-satory measures instituted per your fire protection operability requirements (FPORS). We understand the purpose of your evaluations is to add redundancy within existing Appendix R safe shutdown systems, if proper compensatory measures are taken. These changes would be done under 10 CFR 50.59. However, the staff also censiders the guidance of Generic Letter 86-10, Enclosure 2, Section 8.4 to be applicable. The guidance in this section specifically requests "...an assessment of the modifications impact on the existing fire hazards analysis for the area...the assessment must include the effect on combustible loading...". Our administrative review did not find any discussion of existing fire hazards or of combustible loading applicable to this modifi-cation. Please complete this and other applicable requirements of Generic Letter 86-10 before considering your modification complete.

With regard to future modifications to add redundancy to your Appendix R safe shutdown trains, the staff considers the guidance noted above adequate. Public Service Company of Colorado does not need to submit these for formal staff review. The staff, of course, can inspect these changes in the same manner as other changes made under 10 CFR 50.59.
