SUBJECT:

REPAIR OF CIRCULATOR DEFICIENCIES (TAC NO. 68707)

The staff has completed a partial review of your submittals dated January 25, and March 20, 1989 concerning the Fort St. Vrain (FSV) helium circulators.

These reports summarized the corrective taken after the failures in circulator C-2101 in July 1987. These changes included tighter control of water chemistry changes to fastener materials, better control of preload stresses in fasteners, and improved fastener procuranent.

Additionally, a ten-year inspection was recently conducted on circulator C-2105.

l The inspection revealed no defects or unacceptable conditions.

On September 1,1989, you announced FSV would discontinue further power operation and begin the shutdown and defueling program. At this point, the staff believes

our further detailed revieu of issues concerning the circulator operation is I unwarranted. Public Service Company of Colorado should continue all programs to support reliable circuiator operation as long as there is fuel in the reactor.
