CHANGE Ill BASIS FOR LC0 4.2.2 (TAC fv0. 73930)

We have reviewed your submittal dated July 14, 1989 concernirg changes you requested to the basis for LCO 4.2.2 of the Fort St. Vrain (FSV) Technical Specifications'(TS). The ma.ior change concerns the current statement in the basis of LCO 4.2.2 about. automatic initiation of the backup bearing water system (BUBW).

The BUBW is utilized at FSV to provide an alternative source of circulator bearir.g water. The BUBW is part of the FSV design, but was not specifically considered to be required as Class I, safe shutdown or a safety related system.

The current basis of LCO 4.2.2 specifically calls for the BUBW system to be automatically available as a backup to the normal bearing water systera.

You have stated that the BUBW can be operated in both a marual and automatic mode. The helium circulators are protected against dan. age f rom a loss of normal bearing watcr by the accumulator system, which allows safe coastdown of a circalavor following a loss of normal bearing water. Operational experience with the GUBW in the automatic rode shows that it is to more likely cause water ingress to the primary system, and does net preclude the circulator fron tripping on loss of ncrmal bearing water. Hence, you have concluded that 4 operation of BUBW in the manual mode is more desirable and docs not redece uafety.

Specification LCO 4.2.2 - Operable Circulator, Limiting Conditions i for Operatior A circulator shall not be considered operable unless the following conditions or system requirements are met for the circulator:

a) Emergency Feedwater and Firewater are available to drive the water turbine and the capability for turbine water drainage exists. The Emergency Feedwater or Condensate Header may be inoperable for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> without the helium circulators being considered inoperable.

  • b) The nonnal bearing water system is operable.

c) The associated bearing water accumulator system is operable.

d) Both Bearing Water Makeup Pumps are operable to provide required makeup. One of the bearing water makeup pumps may be inoperable for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> without the helium circulators being considered inoperable.
