SUBJECT:

REDUCED ROVING FIRE WATCH AT FORT ST. VRAIN.

We'have reviewed your letter dated February 27,~1987(P-87076)requestinga reduction in.the level of the roving fire watch at the Fort St. Vrain Nuclear.

GeneratingStation(FSV).~Previously..onJuly 11, 1985 (P 85245) you'had committed to roving fire watches throughout the-Reactor and Turbine buildings' r

at least every 20 minutes. The roving fire watch was specifically to examine areas of fire damage vulnerability and thereby offset the lack of automatic '

fire detection equipment.

In your_ current submittal, you state that the new fire detection sy' stem will be operational by March 25, 1987.

Furthermore, all specific modifications previously protected by the fire watch, except the installation of the third Turbine Water Removal Pump, are now complete. ' The current: Turbine Water Removal' Pumps remain vulnerable to damage from a single fire and PSC will; continue an hourly fire watch for this area.

The staff has reviewed PSC's proposed changes to the fire watches for.FSV.and finds these changes acceptable. -You are requested to make_every effort to maintain the area of the plant containing the Turbine Water Removal' Pumps and their associated power supplies free of combustible. material. This change may-be implemented upon completion of the new fire-detection system and the associated modifications to procedures and training.

Sincerely, orig'inal signed by Kenneth L. Heitner, Project Manager
