SUBJECT:

EMERGENCY LIGHTING FOR FORT ST. VRAINS'S (FSV) COMPLIANCE WITH FIRE PROTECTION REGULATIONS INCLUDING APPENDIX R On July 28, 1986, we discussed with Mr. M. Holmes of your organization the status of exemption requests concerning 10 CFR 50.49 and Appendix R to 10 CFR 50. Mr. Holmes noted that your proposal for modification of FSV's Emergency Lighting to achieve compliance with Appendix R was based on receiving prior NRC review and approval. Specifically, Table 4-1 of Report No. 4, submitted April 1,1985, indicated that the Emergency Lighting modifications would be completed 12 months following NRC approval of the PSC proposal. Wa understand that you wish to proceed with these modifications shortly.

We have reviewed your proposals for emergency lighting contained in your submittal dated April 1, 1985. We concluoe that your alternative configuration will achieve an acceptable level of safety, equivalent to that achieved by compliance with Section III.J. The staff has recommended that your request for an exemption to support your proposal be granted.

Hence, we recommend that you proceed with the proposed modification. The portion of the staff's Safety Evaluation concerning this issue is enclosed.
