Dear Mr. Haughney:

This letter provides supplemental information in support of Public Service Company of Colorado's (PSCo) proposed revis;on to the Physical Security Plan for the Fort St. Vrain Independent Spent Fuel Storage Installation (ISFSI), previously submitted via the referenced letter.

The proposed changes -to the ISFSI Physical Security Plan are associated with the relocation of security personnel and equipment to a new Entrance Building recently installed at the ISFSI site. These relocation activities will eliminate the need to use

facilities on the repowered Fort St. Vrain Generating Station site, and are in preparation e!L.

for transferring the ISFSI materials license, License No. SNM-25M, to the U.S.

E Department of Energy.

g The proposed Issue 4 of the ISFSI Physical Security Plan that was submitted via the h

referenced letter, reflected the relocation of security program provisions to the new E

Entrance Building.

During subsequent discussions with NRC reviewers, it was EEE' determined that a redundant location to monitor security alarm status was also required to be consistent with current guidance. The proposed changes submitted with this letter reflect the addition of a backup alarm station. For completeness, the entire Physical Security Plan, Proposed Issue 4, is included with this letter.
