FORT ST. VRAIN NUCLEAR GENERATING STATION, AMENDMENT NO. 71

-TO FACILITY OPERAilNG LICENSE NO. DPR-34 (TAC NO. 66506)

The Commission has issued the enclosed Amendment No. 71 to Facility Operating License No. DPR-54 for the Fort St. Vrair. Nuclear Generating Station.

This amendment consists of changes to the Technical Specificaticos (TS) in response to your application dated April 14, 1989.

The amendrent revises the provisions in the Technical Specifications relatirg to radiologicci effluents. In particular, this amendment changes Environmental Limiting Condition of Operation (ELCO) 8.1.1, Environmental Surveillance Requirement (ESR) 8.1.1, and ESR 8.1.2.

A copy of the Safety Evaluation is enclosed. The Notice of Issuance will be included in the Commission's next biweekly Federal Register notice.
