STAFF SAFETY EVALUATION OF PUBLIC SERVICE. COMPANY OF COLCRAD0'S'(PSC) PROPOSALS REGARDING FORT ST. YRAIN (FSV).TECHNICALSPECIFICATIONUPGRADEPROGRAM(TSUP)

In letters dated Pay 11 and.May 15, 198'9, PSC indicated two fundamental changes in itsLapproach to the defueling of-FSV and its conduct of operations during the~defueling period. The first change is that PSC would conduct the defueling of FSV under 10 CFR 50.59. .The second is that PSC would not request further Technical Specification changes specifically for defueling, or-as part of.TSUP.

These viewpoints were presented by PSC at a meeting with NRC managers on May 11, 1989. At this meeting the staff stated that it would reevaluate these issues as presented in PSC's letters. This letter and the enclosed Safety Evaluation (SE) respond to the issues concerning TSUF raised by PSC. The staff also considered PSC's comments in its letter dated June 16, 1989.

PSC indicated that it would not request further TS charges specifically for defueling, or as part of the TSUP. The question of TS to support the proposed defueling will be addressed in other correspondence. Other TSUP changes were evaluated in terr:s of continuing plant safety. PSC's commitment to TSUP dates back to 1985. .PSC's " good faith" effort > to work on TSUP were the basis for a nurber of significant actions by the staff in allowing PSC to operate FSV since 1985.

The commitment to the TSUP is important to safety because the 1924 Assessment ReportfoundthattheFSVTS"...needsubstantialimprovementto(a) correct deficiencies in content, (b) improve clarity and (c) correct errors." Although some improvement has occurred through other licensing actions, fundamental problems remain unresolved. The staff concludes the changes outlined above are impcrtant to safety and must be made prior to commencing defueling. The staff concludes that the two portions of TSUP should be implemented before defueling operations comente. First, the Interim TS for Reactivity Control dated July 10, 1985 and changed February 25, 1988 must be incorporated into the TS.

Implementation of these TS had been deferred pending completion of TSUP.

Secord, the sections of the TS concerning the Fuel Handling Machine and Fuel Storage'must be upgraded to the current TSUP drafts. Extensive use of these plant faciitties over the next several years requires that they have complete and effective TS. The staff's position is that these changes should be completed prior to commencing defueling.
