Records Storage File Room at Fort St. Vrain

REFERENCE:

NRC Letter, Johnson to Lee, dated 8/13/85 (G-85329)

Dear Mr. Johnson:

This responds to the notice of deviation (8516-01), Appendix A of the above referenced letter dealing with the fire rating of the Records Center file room at Public Service Company of Colorado's Fort St.

Vrain Nuclear Station.

In Appendix A to your letter you point out that Public Service Company of Colorado committed, in Section 8.5.19.9, of the Updated FSAR, Revision 2, to ANSI N45.2.9-1974, Requirements for Collection, Storage, and Maintenance of Quality Assurance Records for Nuclear' Power Plants.

You state that there were no exceptions noted in the FSAR to this commitment. Lastly, you point out that Section 5.6 of l

ANSI N45.2.9-1974 states, in part, that records

...should be afforded the equivalent protection of an NFPA Class A, 4-hour rated facility." Each of these observations is a fact, and as such, Public Service Company of Colorado does not dispute them.

2-Public Service Company of Colorado recognizes deficiencies in the existing Records Center File Room.

In addition, at this time it is clear that the current Records Center file room at Fort St. Vrain will soon be filled to capacity. Realizing the need for more records storage space, Public Service Company of Colorado began design of a new, larger records storage center for Fort St. Vrain in March of 1985.

The new Records Storage Center will be housed in a building separate from the present records storage building, and connected to the present building only by an enclosed walkway between the two buildings. The new building will be used solely for records storage, and the present building will be used as an office building, with no records being permanently stored within it.

In order to ensure that the new Records Storage Center will meet the

. NRC requirements, when the design is completed in the near future, a letter will be sent to the NRC listing the codes and standards we are committing to, and enumerating any exceptions to this commitment.

Once we have received NRC approval of the design, we will proceed with ordering material and begin construction of the new building at the earliest reasonable time.

i Public Service Company of Colorado feels that inasmuch as a new records storage center is being designed, the present records storage file room will be adequate until the new Records Storage Center can be built, and the records can be transferred to it.
