Dear Mr. Weber:

Attached for your information is a copy of a letter from Public Service Company of Colorado (PSCo) to the Colorado Department of Public Health and Environment (CDPHE) describing water discharge monitoring practices at the Fort St. Vrain Station.

This letter identifies that CDPHE will be issuing an amendment to the Fort St. Vrain National Pollutant Discharge Elimination System (NPDES) Permit, Wastewater Discharge Permit No. CO-0001121, to clMfy that monitoring of a water discharge

outfall is only required when that flowpath is being utilized.

The attaciied letter indicates a forthcoming change to the NPDES Permit and is therefore provided to the NRC in accordance with Section 3.2.d of the FSV Non-Radiological Technical Specifications, Appendix B to Facility Operating License No. DPR-34.

Dear Don:

Public Service Company of Colorado's (PSC's) Fort St. Vrain (FSV) generating facility is permitted to discharge industrial wastewater through two permitted discharge ,

outfalls.

The primary industrial wastewater discharge point to the Goosequill Ditch Stub is identified as outfall 001B. Industrial wastewater discharge to the Goosequill Ditch Stub currently includes turbine building drain (internal discharge point identified as outfall 006),

treated domestic wastewater (internal discharge point identified as outfall 007), service water cooling tower blowdown, bypass water, and stormwater runoff from the north and south yard drains. Wastewater discharge from the prestressed concrete reactor vessel (PCRV) and the reactor building sump have been discontinued. The combination of wastewater from the Goosequill Ditch Stub, the Jay Thomas Ditch (inigation water from the South Platte River), ano agricultural irrigation return flows into the farm pond.  !

Overflow from the farm pond to the South Platte River is identined as outfall 001 A in the FSV wastewater discharge permit.

When the Goosequill Ditch Stub requires maintenance all industrial wastewater discharges from FSV are diverted to the St. Vrain Creek through the drainage stodgh (outfall 002). When this discharge path is used only irrigation water from the Jay Thomas Ditch and irrigation retum flows enter the farm pond and overflow through outfall 001 A.

On August 1,1996, FSV diverted industrial wastewater discharge from outfall 001B (Goosequill Ditch Stub) to outfall 002 (drainage slough). FSV observed flow through outfall 001 A (the pond overflow) through August 1996. However, weekly monitoring of outfall 001 A was only performed during the week of August 12,1996. In addition, the weekly flow monitoring through outfall 001 A was recorded for the week of .

i l Monitoring requirements for outfall 001 A when industrial wastewater is '

discharged through the alternate discharge path (outfall 002) were discussed with the CWQCD on September 18,1996. It was concluded that when there are no industrial wastewater discharges to the farm pond through outfall 001B monitoring of outfall 001 A '

l l is not required. In addition, the CWQCD indicated it would amend FSV's permit to clarify i that monitoring of outfall 001 A is only required when there are industrial wastewater

! discharges through outfall 001B.

l FSV's Discharge Monitoring Report (DMR) for August 1996, for outfall 001A includes the monitoring results for the week of Augustl2,1996 and flow results for the week of August 19,1996. This letter will be attached to the DMR for outfall 001 A to explain the reduced monitoring frequency.  ;

FSV plans on discharging through outfall 002 through October 31,1996.

Monitoring will be suspended for outfall 001 A, until industrial wastewater discharges l resume through outfall 001B. The DMRs for outfall 001 for this period of time will i

indicated no discharge.
