In accordance with the provisions of 10 CFR 72.186(a), proposed Issue 4 of the ?hysical Security Plan for the Fort St. Vrain Independent Spent Fuel Storage Inrodlation (ISFSI) is submitted for your review and approval. Public Service Company of Colorado (PSCo)

requests that the materials license for the ISFSI, License No. SNM-2504, be amended to reflect NRC approval of this proposed plan revision.

The proposed changes to the Physical Security Plan are based on the guidance provided in mm.
NUREG-1497, Interim Licenring Cdteria for Physical Protection of Certain Storage of R.
E-Spent Fhel, PSCo considers that the Physical Security Plan, as changed, continues to meet the intent of 10 CFR 72.180.

This Physical Security Plan incorporates as Appendices A, B, and C, the " Threat Analysis as.
and Design for Physical Pmtection," "ISFSI Security Traming and Qualification Plan," and l
"The Fort St. Vrain ISFSI Security Contingency Plan" respectively.
The description of changes to the Physical Security Plan is documented in Enclosure 1 to this letter. The Security Plan and its appendices are included as Enclosure 2 to this letter, j
The proposed change to Appendix B to the ISFSI license, " Safeguards License Conditions,"
I is included as Enclosure 3 to this letter.

PSCO reuests that the attached information be withheld from public disclosure pursuant to g
the pmvisions of 10 CFR 2.790(d) and 10 CFR 73.21. PSCo also requests that a license amendment, approving the proposed changes to the Physical Security Plan be approved by J [
June 15,1997, to support installation of the new Entrance Building at the ISFSI.
