Gentlemen:
This refers to the inspection conducted by Dr. D. B. Sp;tzberg of this offi:e
during the period July 9-13, 1990, of' activities authorized by NRC Operating
License DPR-34 for Fort St. Vrain Nuclear Generating Station, and to the
discussion of our findings with Mr. C. H. Fuller, Manager, Nuclear Production,
and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection included a review of the emergency
preparedness program including followup on. previous violations,-emergency
detection and classification, knowledge and performance of duties, and dose
calculation and assessment. Within these areas, the inspection consisted of-
selective' examination of procedures and. representative records, interviews with
personnel, and observations by the inspecto .
The inspection findings are
documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
-identified.
The inspector found that the emergency preparedness program at the
Fort-St. Vrain Nuclear Generating Station was adequately implemented.
LAn-issue _ discussed in_ paragraph 5 of the enclosed inspection report pertains to
a. manual dose assessment procedure which calls for an input parameter in units
which areinot available on instrumentation in the control room.
During the
exit meeting, your staff committed to revise this procedure to incorporate the
- appropriate-unit. conversion factor.
