Fire Protection Program Plan

Dear Mr. Berkow:

This correspondence is intended to notify you of the development of the Fire Protection Program Plan (FPPP) at Fort St. Vrain Nuclear Generating Station in accordance with the requirements of 10CFR50.48(a), as committed to in Reference 1. The FPPP at Fort St.

Vrain includes a description of the positions responsible for implementing the Program Plan, administrative and periodic test provisions concerning the Program Plan, fire suppression and detection systems installed in the plant. Also included is an updated Fire Hazards Analysis for each plant fire area, and an updated comparison to Appendix A of BTP 9.5-1. This entire document is currently under review within PSC for content and accuracy.

~ This Plan will be a "living" document and will be subject to change in accordance with the 10CFR50.59 thereafter, as the current fire protection modifications are finalized, and the NRC Fire Protection Safety Evaluation Report is issued.

The Program Plan consolidates and updates the Fire Protection commitments and details already on the Fort St. Vrain docket. A number of changes have occurred since the origination of these commitments. These changes will be described and justified in future correspondence.

As discussed with Mr. Heitner and Mr. Kubicki in a telephone conference call on October 14, 1986, PSC will await the issuance of the Appendix R Safety Evaluation Report, review any open items and incorporate them into our submittal of the FPPP along with our FSAR update in July 1987.

PSC is also pleased to note the addition of a qualified Fire Protection Engineer to the staff. He will be involved in the review of the Program Plan and the preparation of the procedures to implement it. He will also be a member of the Fire Protection Task Force, in addition to his other duties.
