lThis refers to the inspection conducted by Mr. L. T. Ricketson of this office

during the' period June 26-30, 1989, of activities authorized by NRC Operating

License DPR-34 for the Fort St. Vrain Nuclear Generating Station, and to the

discussion'of our findings with Mr. Crawford and other members of your staff at

the conclusion of the inspection.

. Areas-examined during the inspection included the radioactive waste systems.

'

Within these-areas, the. inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspector. The inspection findings are documented in

',

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. However, in accordance witn Section V.C.1 of

the NRC's Enforcement Policy, no citation is being issued for violations

< described in paragraph 2 of the enclosed inspection report. We are concerned

about the status of the Model FSV-1 and FSV-1A shipping casks.

It is our

understanding that these shipping casks will not be used ur.til the casks are

. returned to an NRC approved condition.
