SUBJECT: NRC INSPECTION REPORT NOS. 50-424/87-34 AND 50-425/87-24 Thank you for your response of July 29, 1987, to our Notice of Violation, issued on July 29, 1987, concerning activities conducted at your Vogtle facilit We have evaluated your response and found that it meets the requirements of 10 CFR 2.201. We will examine the implementation of your corrective actions during future inspection As noted in your response, the Notice of Violation incorrectly referred to both the Unit 1 and Unit 2 docket numbers. You are correct that the violation applies to Unit 1 onl Pursuant to your request that the severity level be reduced from a Severity Level IV to a Severity Level V, a careful review was made of your submittal information and facts pertaining to the inadvertent release which caused the violation. It is our position that even though no limits were exceeded in the event, the event could have led to more significant releases and is a natter of more than minor significance. In addition, the root cause of the event (operator knowledge or operator error) presents a potential for a more significant safety violation. Consequently, we have determined that the circumstances associated with this event are a natter that has more than minor ,

safety or environmental significance. The classification of the violation as a Severity Level IV is appropriat We appreciate your cooperation in this matte
