On November 22, 1988, the staff issued NRC Bulletin 88 10. "Non. Conforming Molded-Case Circuit Breakers," requiring licensees to take actions regarding the traceability of molded. case circuit breakers in safety-related applications. The staff subsequently issued Supplement 1 to Bulletin 88 10 to clarify the )rovisions of the original bulletin and require licensees to re-examine t1eir previous responses in light of the new guidance. J Georgia letters dated Power January h mpany 13, 1989(GPC) resp (Unit 2 only), Marchonded 31, 1989 (Unit 1 only), to Bulletin 88 10 1 and i November 6, 1989, and March 28, 1990. Due to an untraceable breaker that 1 subsequently failed a portion of its acceptance test at Wyle (100% failure l rate.one breaker tested, one failed), GPC reviewed the traceability of ail '

molded. case circuit breakers procured and installed in Class 1E safety.related g applications. A total of 1034 breakers were reviewed for the Vogtle site, '

with a total of nine breakers identified as having unacceptable traceability.

These breakers have either been removed and replaced with traceable breakers, j or placed on hold.

Your response to Bulletin 88 10 and its supplement adequately addresses the '

bulletin requirements. Accordingly, those responses provide a sufficient basis for closure of NRR's review of this matter. Any further NRC action taken will be through the inspection or audit process, 4
