Dear Mr. Beasley:
The NRC staff has reviewed and evaluated the information provided by Southern Nuclear Operating Company, Inc. (the licensee) in its letter dated May 26,1998, regarding Revision 9 to the first 10-Year Inservice inspection (ISI) Interval Program Plan, RR-65 for Vogtle Electric Generating Plant, Unit 1 (VEGP-1).
With regard to RR-65, the NRC staff concludes that the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code are impractical in that examination coverage of the accessible weld volume provides a reasonable assurance of the structural integrity of the subject welds. Therefore, the relief is authorized pursuant to Title 10 of the Qo_de of Federal Reaulations (10 CFR) Section 50.55a(g)(6)(i) for the first 10-year ISI interval of VEGP-1. The relief granted is authorized by law and will not endanger life or property or the f
common defense and security and is otherwise in the public interest, giving due consideration j
to the burden upon the licansee that could result if the requirements were imposed on the facility.
The NRC staffs evaluation ana conclusions are contained in the enclosed Safety Evaluation.
