REGIONAL. WAIVER OF COMPLIANCE - V0GTLE UNIT 1

'This letter confirms the telephone conversation between Mr. J. Bailey of your staff and Mr.-'K. Brockman of my staff on October 3,1990, granting. a Regional-Waiver of Compliance for Vogtle Unit 1. 'Our action was based on your written request' of October 3 1990, and as amended on October 4,1990.- The one-time-waiver - is granted for 'a. cumulative duration of-eight' (8) hours.between 4:00'p.m. (EDT)= October 3,'1990 and 2:30 p.m. (EDT), October 6, 1990.

Technical: Specification (TS) 3.6.1.1, 3.6.1.2, and 3.6.3-place requirements on Emaintaining - containment : integrity, limiting containment leakage rates and 4

maintaining operable! containnent isolation valves.

A waiver of these TS was requested to: allow leak rate testing of check valve 1-1206-U6-016, which serves as the containment isolation valve inside containment' for penetration No. ' 34 in the. containment spray system.

Following valve disassembly on March.14,1990, a -

leakirate. test of check valve 016 was not performed after valve' reassembly.

j This waiver of compliance.is granted for a cumulative duration of 8, hours.to allow the performance of a leak rateltest for check valve 016.

As compensatory actions, the' containment penetration will be isolated during'the test,:except

when the ' leak '. rate ' test connection' inside containment is opened to allow testing of check valve 016.. Plant personnel stationed at the testiconnection-

--:during. the test.and at drain valves prior to the test will be in. continuous

. communication with the control room and will close. these-connections if an abnormal' condition is observed.

This is a one-time waiver of compliance based'

on.'the-justification provided in your request letter dated October 3, -1990,

.and as amended on'0ctober 4, 1990.
