VOGTLE ELECTRIC GENERATING PLANT SUPPLEMENTAL INFORM ATION - CONTAINM ENT INSERVICE INSPECTION REOUESTS FOR RELIEF Pursuant to a telephone conference call between NRC staff and Southern Nuclear Operating Company (SNC) personnel on October 13,1999, the following supplemental information is provided concerning Vogtle Electric Generating Plant (VEGP), Units 1 and 2, Containment inservice Inspection Program Requests for Relief RR-L-1 and RR-L-2. Those requests for relief were originally submitted to the NRC in our submittal

REOUEST FOR RELIEF RR-L-1 NRC Question:

How are illumination and distance requirements determined by the Registered Professional Engineer?

SNC Response:

l l' It is our intention to apply the requirements of 10CFR50.55a(b)(x)(B) that applies to IWE l and allows the maximum direct examination distance specified in Table IWA-2210-1 to be extr.ded and the minimum illumination requirementr to be decreased provided that ,

the conditions or indications for which the visual examination is performed can be \j \

detected at the chosen distance and illumination. Procedures and equipment used, e.g.,

optical aids, will be demonstrated to the satisfaction of the Authorized Nuclear Inservice I

Inspector (ANII) for the examination of concrete surfaces. The visual examinations will be performed in sufficient detail to identify areas of concrete deterioration and distress, such as defined in the appropriate American Concrete institute (ACI) documents, e.g.,

ACI 201.1, ACI 349.R3-96. Further, the Registered Professional Engineer (RPE) will use the ACI documents as guidance for determining the limiting flaw sim.

REQUEST FOR RELIEF RR-L-2 NRC Question:

When will the tendon and concrete examinations addressed in the " Proposed Alternative" statement of the request for relief be completed?

SNC Response:

The next tendon and concrete examinations will be completed on VEGP-1 and 2 by August 1,200011 year and every 5 years i 1 year thereafter.
