NRC INTEGRATED INSPECTION REPORT NOS. 50-424/97-11 AND 50-425/97-11 AND NOTICE OF VIOLATION

Dear Mr. Beasley:

We have completed our review of your response of February 10,1998, to our Notice of Violation (Notice) issued on January 12,1998, concerning surveillance testing of the reactor trip system P-4 interlock feature at your Vogtle facility.

The Notice identified that certain surveillance test procedures were inadequate in that they failed to test portions of the P-4 interlock feature associated with the reactor trip bypass breakers, as required by Technical Specification (TS) Surveillance Requirements (SRs) 3.3.1.4 and 3.3.2.9, prior to placing them in service.

In your response, you stated that you did not agree that a violation of regulatory requirements occurred. The basis for your denialis that the portions of the P-4 circuitry not being tested are not required to be operable during reac+or trip breaker testing, therefore, are not subject to the surveillance testing requirements.

After review of your response, we agree with your conclusion that the surveillance testing in question were not required. Accordingly, we will adjust our records to reflect that no violation of regulatory requirements occurred.
