VOGTLE ELECTRIC GENERATING PLANT REVIEW OF REACTOR VESSEL INTEGRITY DATABASE As requested in your letter ofJuly 22,1999, the Reactor Vessel Integrity Database (RVID) has been reviewed. Our vessel data is different than the NRC database based on the following:

The RVID2 database is out-of-date. Only two surveillance capsules (U and Y) are

' included in the RVID2 database for Vogtle Unit 1. Capsule V has been pulled, and

the results of the analysis were forwarded by the Southern Nuclear letter dated October 2,1998. Only two surveillance capsules (U and Y) are included in the RVID2 database for Vogtle Unit 2, Capsule X has been pulled, and the results of the analysis were forwarded by the Southern Nuclear letter dated March 17,1999. l e

0 The percent drop in upper shelf energy (USE) at end-of-life (EOL) at % T for the  ;

Vogtle plates that are not included in the surveillance capsule program should use  ;

copper values for both Vogtle reactor vessels that are less than the 0.10% value '

included in Figure 2 of Regulatory Guide 1.99, Revision 2. It appears that the NRC 0g. i Staff conservatively used the curve for 0.10% copper that results in a conservative 0 evaluation for both the Vogtle reactor vessels.

e .The RVID2 values for RT ns at EOL for Vogtle Unit 2 lower shell plate B8628-1 and

- for the circumferential and axial welds calculated by the NRC are not as conservative as those calculated by Southern Nuclear.
