SUBJECT: NRC INSPECTION REPORT NO. 50-424/87-35 Thank you for your response of July 23, 1987, to our Notice of Violation issued on June 23, 1987, concerning activities conducted at your Vogtle facility. We have evaluated your response and found that it meets the requirements of 10 CFR 2.201. We will examine the implementation of your corrective actions during future inspection In your response to Violation A, you requested that the severity classification be downgraded to Severity Level We continue to believe that the violation was of more than minor safety significance because failure to identify shield deficiencies or errors in radiation zone maps could have significant adverse effects on personnel exposures, accident analyses or equipment qualification, and therefore the Severity Level IV classification was appropriate. You also stated that exception was taken to this violation during the exit interview,

but was not documented in the inspection report. You did not deny the

violation during the exit interview nor did you dispute any of the facts presented by the inspector. Questions were asked by your staff concerning why the finding was not characterized as a deviation and concerning the potential severity level, however, these questions were not presented, nor taken by the NRC, as exceptions to the inspection finding In your response to Violation B, you did not identify as a contributing cause of the violation the failure of the Nuclear Safety and Compliance (NSAC) staff to adhere to the requirement in Procedure 00150-C, Deficiency Control, that the NSAC receive concurrence from Health Physics on determinations of significance for deficiencies relating to radiological condition Based on a telephone conversation on August 12, 1987, between R. E. Weddington of this office and W. E. Nicklin and W. G. Burns of your staff, it is our understanding that you will therefore ensure that the NSAC staff will comply with procedural requirements in this area in the futur PDR ADOCK 05000424 o PDR t
