(NRC INSPECTION REPORT NOS. 50-424/89-17 AND 50-425/89-19)

This refers.to the Nuclear Regulatory Commission (NRC) inspection conducted by

A. Tillman on May 15-19, 1989. The inspection' included ~a reviet of activities

l authorized . for your. Plant Vogtle- facility.

At the conclusion of the

inspection', the findings 'were discussed with those members of your. staff

identified in'the enclosed Inspection Report.

- Areas examined during the . inspection are identified in the report. .Within

these areas, th'e inspection consisted of selective examinations 'of procedures

. interviews with personnel, and observation of

and ' representative: records,

activities)in progress.

The inspection findings indicate that certain; activities appeared to violate

NRC requirements. -The violations, references to pertinent requirements, and

elements to be' included in your response are described in the enclosed Notice

of Violation.

- Three of the violations described in the enclosed ' Notice 'are similar to

violations ' contained in the Notices snet to you by our letters dated

September 4,

1987, and March .10,

1989. -Although, there have been recent-

improvements in several areas of the security program, we remain concerned that

corrective actions have been inadequate in some instances, and have not

precluded repeat occurrences of violatiors of security program requirements.

It is our view that a management meetiny to discuss your proposed actions to

identify and correct the. root cause or the reocurring problems would be

beneficial.

Ac.ordingly, we will contact you at a later date, after your

receipt of this report, to establish a mutually sgreeable date and time to meet

for discussion of these issues.
