Ladies and Gentlemen:

VOGTLE ELECTRIC GENERATING PLANT REVISIONS 1 AND 2 TO SECOND TEN-YEAR INSERVICE INSPECTION PROGRAM Enclosed are Revisions I and 2 to the Vogtle Electric Generating Plant (VEGP), Units 1 and 2, Second Ten-Year Inservice Inspection (ISI) Program manual originally submitted to the NRC by Southern Nuclear Operating Company (SNC) letter LCV-1016 dated May 29,1997. These revisions are being submitted to the NRC for the sole purpose of maintaining current the NRC copy of the VEGP Second Ten-Year ISI Program manual and requires no NRC action as a result of this submittal. These revisions supersede 1 portions of the ISI Program manual submitted by our May 29,1997 letter. The changes that resulted in Revisions 1 and 2 have been previously reviewed and approved by the NRC as documented in the Safety Evaluation Report (SER) submitted to SNC by NRC letter dated December 31,1998. Subsequent to the issuance of the SER, minor editorial changes were made by SNC to Revision 2 of the ISI Program manual in order to incorporate the results of the SER. Examples of changes resulting from the SER include the following:

• Addition of"NRC Status" to the " Requests for Relief Summary" found in Section 7.0 of the ISI Program manual, and e Addition of an NRC-cited caveat, i.e., perfo'imance of VT-1 examination for steam generator nozzle inner radius sections, to Request for Relief RR-6.

l The editorial changes that were made to the ISI Program manual are minor in nature and I do not change the overall intent of the ISI Program. A " Summary of Changs" is provided for each of the enclosed document revisions.

-In lieu of submitting any future revisions of the VEGP Second Ten-Year ISI Program manual to the NRC for the sole purpose of maintaining the manual current, only new

- requests for relief or revisions to existing requests for relief will be submitted for review and approval. This practice is consistent with the other two nuclear electric generating j facilities in the Southern Electric System for which SNC is the licensee and operator.

Further, this would free the NRC from the unnecessary review of purely editorial changes  ;

that do not change the intent of the ISI Program and allows the NRC to better utilize its '

resources on those items that require prior NRC review and approval. Unless notified

. otherwise by the NRC, we will pursue this course of action with respect to future submittals concerning the ISI Program.
