CORRECTION OF ERROR IN V0GTLE INSPECTION REPORT NO. 50-425/87-27 AND 50-425/87-14 AND ASSOCIATED NOTICE OF VIOLATION This letter refers to the subject inspection report transmitted to you via our letter of May 19, 1987. Due to an administrative error, it was necessary to make a correction to the title page of the referenced report and to the cover page of the May 19, 1987 letter.
The report number was shown as 50-424/87-27 and 50-425/87-12 in lieu of 50-424/87-27 and 50-425/87-14.
Consequently, we request that you replace the existing report title page and the cover page of the May 19, 1987 letter with the enclosed corrected pages.
Additionally, the four items opened in this report were incorrectly numbered as 50-424/87-12-01, 02, 03, and 04 in lieu of the correct numbers 50-424/87-27-01, 02, 03 and 04.
Please note these changes to ensure proper tracking of the items.

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
,
Messrs. H. H. Livermore,.1 F. Rogge, and R. J. Schepens on March 10 thru j
April 17, 1987. The inspection included a review of activities authorized for j
your Vogtle facility. At the conclusion of the inspection, the findings were j
discussed with those members of your staff identified in the enclosed j
inspection report.
Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of activities in progress.
The inspection findings indicate that certain activities violated NRC
j requirement.
The violations, references to pertinent requirements, and elements to be included in your response are presented in the enclosed Notice
of Violation.

Another violation described in the enclosed Inspection Report is under.
consideration for escalated enforcement action.
Accordingly, no Notice of Violation for this violation is being issued at this time, and no response is required.
However, please be advised that the characterization of the i
l violations describec in the enclosed Inspection Report may change as a result of further NRC review. You will be advised by separate correspondence of the results of our deliberation on this matter.
Additionally, an enforcement

conference has been scheduled for May 19, 1987, in Atlanta.

This routine, unannounced inspection entailed Resident Insbection in the following areas:
plant operations, radiological controls maintenance, surveillance, fire protection, security, outage activities, containment and safety related structures, piping systems and supports, safety related conipone n t s, auxiliary systems, electrical equipment-and cables, instru-mentation, startup test program, and quality programs. and administrative controls effecting quality.
Results:
Two violations were identified in the area of Plant Operations.. A failure to implement the procedure for placing. the AFW System in standby readiness and a failure to establish an appropriate procedure to determine ~and
evaluate unidentified leakage'.
