  • Attended exit interview 2. Exit Interview The inspection scope and findings were summarized on October 31 1980 with those persons indicated in Paragraph 1 abov. Licensee Action on Previous Inspection Findings Not inspecte. Unresolved Items Unresolved items were not identified during this inspectio. Areas Inspected In the period October 27 to October 31, 1980, the inspector acted in the capacity of NRC Resident Inspector. Areas inspected are discussed in the following paragraph. General Operations The inspector witnessed plant start-up operations during periods of power escalation from approximately 20 to 80 percent. The types of activities performed included:

a. Observation of control room activities and discussion with operating personne b. Review of shift supervisor log c. Tours of auxiliary building, secondary system areas, and plant site during normal and backshift period Inspection activities included observation of instrumentation, adherence to radiation controls, housekeeping and securit No problems were identified within these area. Review of Outstanding Open Items (Closed) (80-22-02) Pipe support and restraint systems. Three out standing items were reviewed with the license a. Provide a positive means of locking all snubbers to their exten sion arms to prevent possible rotation during operation. The licensee has provided positive locking by means of double lock nuts or lock washers on all affected snubber b. Adjust snubber #39 to permit determination of lockup in the

installed configuration. The licensee adjusted the pipe clamps, which hold the snubber's rear support bracket, as necessary to prevent bindin c. Provide a positive means of locking the position of the control valves on Blaw-Knox snubbers. The licensee replaced the control valve handwheels with threaded valve stems and locknuts to provide positive locking. This item 80-22-02 is considered close.
