AT Cih EXECUTIVE SUMMARY H. B. Robinson Steam Electric Plant, Unit 2 NRC Inspection Report 50-261/98-13 This safeguards inspection included aspects of licensee plant support. The report covers a five day period of an announced inspection by a regional safeguard specialist. The specific areas evaluated were in the Physical Security Program for Power Reactor Plant Suppod The licensee had installed a new state-of-art "MEECA" computer on July 10, 1998. The inspector observed the alarm station during operation on December 10, 1998, and concluded that the new computer operationally exceeded the capability of the previous computer and that the newly installed "MECCA" computer capability met the NRC requirements. Also, positive controls were in place to ensure that only authorized personnel were granted access to the plant. (Section Sl).

  • The licensee's security facilities and equipment were determined to be well maintained and reliable. The excellent engineering and instrumentation and control personnel support were the major contributing factor to continued operability of the detection and assessment equipment. (Section S2).
  • The inspector verified that the licensee, based on initial information, had reported a safeguards event to the NRC within one hour. Based on subsequent investigations, the licensee concluded that the event was not to be reported to the NRC within one hour and withdrew the one-hour report. The licensee logged the event in the 24-hour security event log. The inspector concluded that the licensee was correct in withdrawing the one-hour report. (Section S3).
  • The security force members adequately demonstrated that they had the requisite knowledge necessary to effectively implement the duties and responsibilities associated with their contingency response positions. The licensee's actions to implement NRC Information Notice (IN) 98-35, "Threat Assessments and Consideration of Heightened Physical Protection Measures," dated September 4, 1998, were reviewed and considered adequate.
