IE Bulletin Followup Review of IE Bulletin 79-27, Loss of Non Class IE Instrumentation and Control Power Syste The inspector reviewed the licensee's response, dated February 28, 197 The response appeared to be adequate with the following exceptions: The response indicates that the battery charges for the station batteries are powered from the emergency buse They are actually powered from MCC-5 and MCC-The response indicates, that power to all the status lights modules comes from Instrument Bus Power to all the status Light Modules actually comes from Instrument Buses 1 and The inspector requested the licensee correct the response and to resubmit the respons This bulletin will remain ope Review of Bulletin 80-03, Loss of Charcoal from Standard Type II, 2-inch Tray Adsorber Cell The inspector reviewed the licensee's response to this Bulletin and found the response acceptable. This Bulletin is close.

Modifications The inspector reviewed the following completed modifications:

M-489 Revision of Rod Banks C and D Insertion Limit M-480 PCV 455C and PCV456 Valve Internals Replacement M-427 Replacement of BIT Piping The packages were reviewed to verify the modifications were accomplished in accordance with 10CFR50.59, Technical Specifications and applicable instruc tion.

Spent Fuel Pool Modification The inspector reviewed the modification to the Spent Fuel to increase the capacity of the poo The modification was reviewed to verify the paperwork indicated that the modification was accomplished in accordance with 10CFR50.59, Technical Specifications and applicable instruction Findings were acceptable Followup of Licensee. Event Report The inspector reviewed the following LERs for consistency with the require ments of Technical Specification Section The inspector examined the licensee's analysis of the event, corrective action taken, and Qiscussed the LER with licensee representative LER 80-03-Breech of CVCS Holdup Tank Inlet Piping During Seismic Restraint Installation This LER is closed as well as open item 80-07-02 associated with this LE LER 80-05 Loose Lock Not on Limitorque Valve Operator This LER will remain open until the next outage when the restaked valve can be inspecte LER 80-06 NBFA Relay Coils

-3 This LER will remain open until Westinghouse evaluates the cause of the failur LER 80-13 Quadrant Power Tet This LER will remian open until all affected plant personnel review the LE LER 80-07 PT-446 and PT-44 This LER is close.

Review of Plant Operations The inspector reviewed the following areas of plant operation to ascertain whether facility operations were in conformance with applicable regulatory requirements and licensee commitments: Operating Logs and Records The inspector reviewed the following operating logs and recores to ascertain whether plant operations were in conformance with technical specifications and administrative licensee requirements:

(1) Shift Foremen logbook (2) Control Room Operator logbook (3) Auxiliary Operator - Outside Data log (4) Auxiliary Operator - Inside Data log (5) Equipment inoperable Reports The inspector reviewed operating logs to ensure that logged data was recorded in sufficient detail to communicate equipment status and was properly reviewed by supervisory personne In addition, logs were reviewed to insure that logged information did not conflict with technical specification requirement The inspector reviewed plant Trouble Tickets and Equipment Inoperable Report Forms to insure that applicable technical specifications, including reporting requirements, were adhered to for inoperable equipmen No problems were identified in this are Facility Tour The inspector toured portions of the Unit 2 reactor auxiliary building, turbine structure and control bay Inspection activities in this area included observation to ensure that: instrumentation was operating and calibrated as required, radiation controls were-established and properly adhered to, fire protection equipment was located as specified and appeared operable, In addition, selected valves circuit breakers and control switches were verified to be properly aligned as required

-4 by technical specifications and plant procedure Plant familiarization and identification of various systems and system components were also pursued during the tou No problems were identified within this are Control Room Operations Control room operations were observed and discussed with control room personnel to assure compliance with technical specifications and plant administrative requirement Inspection activities in the control room included:

observation of selected instrumentation to assure plant operation was within required limits and verification that control room manning was in conformance with requirements of 10CFR 50.54(k) and (m),

observation of portions of the reactor startup and shutdow No problems in this area were identified.
