Report Details Summary of Plant Status Unit 2 remained at full power for the entire inspection period except 'for January 26, 1997 when power was reduced to approximately 65 percent to accommodate.Turbine Valve Testing.'
I. Operations
Conduct of Operations 0 General Comments (71707)
The inspector conducted frequent control room tours to verify proper staffing, operator attentiveness and-communications, and adherence to approved procedure The inspector attended operation shift turnovers, and management review meetings to maintain awareness of overall plant operation Operator logs were reviewed to verify operational safety and compliance with Technical Specifications (TSs). Instrumentation computer indications, and safety system lineups were periodically reviewed from the Control Room to assess operability. Plant tours were conducted to observe equipment status and housekeeping. Condition Reports (CRs)

The inspector observed shift turnover meetings and Main Control Room activities of Operations department personne The inspector also reviewed the status of an operator workaround associated with a periodic YELLOW PATH for the Inventory Critical Safety Function Status Tree (CSFST)
on Emergency Response Function Indication System (ERFIS).

2 The inspector reviewed Health Physics Procedure (HPP)-001, Radiologically Controlled Area Surveillance Program, Rev: 61, and HPP 006, Radiation Work Permits, Rev. 44.' The inspector noted that there was no guidance on attaching survey data to RWPs posted on the status board.nor how the survey data was to be maintained. The inspector also learned that the RC technician had-only recently been assigned to shift RC duties. The inspector determined that the lack of procedure guidance on the control of the RWP status board and technician's unfamiliarity with the frequency of routine surveys may have contributed to the use of the out-dated radiological dat The licensee initiated CR 97-00319 to address the inspector concerns with the control of survey data reports. At the end of the report period, the inspector was evaluating the reason why updated quarterly survey data had not been attached to Special RWPs on the RWP status board and if any work had actually been performed using the RWPs with outdated survey data which underestimated the actual radiological conditions. Pending completion of this review, this issue wa identified as Unresolved Item (URI) 50-261/97-01-07:- Complete Review of Licensee Controls of Radiological Survey Dat c. Conclusions Pending further review by the inspector, the issue associated with updating of the RWP, to reflect current area radiological surveys,.is considered an UR V.
