On March 31, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your H. B. Robinson Steam Electric Plant, Unit 2. On April 10, 2018, the NRC inspectors discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.
The inspectors did not identify any finding or violation of more than minor significance.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring licensees performance by conducting a baseline inspection at H. B. Robinson Steam Electric Plant, Unit 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. PLANT STATUS
Unit 2 operated at or near 100 percent rated thermal power for the entire inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed plant status activities described in IMC 2515 Appendix D, Plant Status and conducted routine reviews using IP 71152, Problem Identification and Resolution. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
REACTOR SAFETY
71111.01 - Adverse Weather Protection
The inspectors reviewed the licensees preparations to protect risk-significant systems from impending extreme cold weather conditions expected during January 5-7, 2018.
71111.04 - Equipment Alignment Partial Walkdown
The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:
- (1) Steam Driven Auxiliary Feedwater Pump during B Emergency Diesel Generator (EDG) slow speed surveillance run on March 25, 2018
- (2) Charging pumps A and B while charging pump C was out of service for planned maintenance on January 29, 2018
- (3) Service Water Booster Pump (SWBP) A while SWBP B was out of service for rotating assembly replacement on February 27, 2018

- (1) Replacement of MCC-24 breakers, Dedicated Shutdown Diesel Bus, due to age and obsolescence on January 23, 2018
- (2) Coupling inspection and grease change on A Motor Driven Auxiliary Feedwater pump on February 5, 2018
71111.13 - Maintenance Risk Assessments and Emergent Work Control
The inspectors evaluated the risk assessments for the following planned and emergent work activities:
- (1) Elevated Green risk due to scheduled replacement of MCC (Motor Control Center)-24 load breakers for the Dedicated Shutdown Diesel Generator including the circulating oil pump and radiator fan on January 23, 2018
- (2) Crane operation for heavy load lift in the vicinity of Service Water underground piping on March 5, 2018
- (3) Green risk for B SWBP out of service for replacement of the rotating assembly on February 28, 2018
- (4) Green risk for Steam Driven Auxiliary Feedwater pump out of service for planned maintenance on March 13, 2018
- (5) Green risk for cross-train work on C Charging Pump speed control on February 1, 2018

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring licensees performance
by conducting a baseline inspection at
- H. B. Robinson Steam Electric Plant, Unit 2, in

Unit 2 operated at or near 100 percent rated thermal power for the entire inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in
effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with
their attached revision histories are located on the public website at http://www.nrc.gov/reading-
rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared
complete when the IP requirements most appropriate to the inspection activity were met
consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection
Program - Operations Phase. The inspectors performed plant status activities described in
IMC 2515 Appendix D, Plant Status and conducted routine reviews using IP 71152, Problem
Identification and Resolution. The inspectors reviewed selected procedures and records,
observed activities, and interviewed personnel to assess licensee performance and compliance
with Commission rules and regulations, license conditions, site procedures, and standards.
