Seismic Analysis for As-Built Safety-Related Piping Systems (IE Bulletin 79-14)
In response to IE report N /79-25, Carolina Power & Light (CP&L)
initiated the following corrective actions:
a. Initiate a reverification program to insure that all accessible supports and restraints had been inspected and evaluate All procedures related to the reverification program be revised to include all the deficiencies identified in the report as stated abov As of the date of this inspection, CP&L reported to the NRC inspector that almost 100 percent of the re-inspection program was complete and about 50 percent complete with the re-evaluation progra The following procedures were reviewed by the inspector to assure that the requirements of the Bulletin had been met:

Chemical and Volume control ISO No. CH-3 Rev. 1 Auxiliary Feedwater ISO No. FW-1 Rev. 2 Containment Spray ISO No. SI-10 Rev. 2 Chemical and Volume Control ISO No. CH-13 Rev. 2 Valve weight verification was reviewed by the inspector by cross referencing stress isometrics and stress outputs against valve drawing ISO No. SI-10 and ISO No. CH-3 were re-inspected in the plant by the inspector to verify the accuracy of the support locations and details. The inspector noticed that the insulation at certain supports was in contact with the support, when in fact the pipe or a lug attached to the pipe should be the member touching the support with appropriate clearance Questioning of CP&L inspectors revealed that they did not always remove the insulation around a support and therefore could not tell if lugs were present or no The inspector discussed this item with Ebasco's stress engineer, who evalu ates the data received from the plant. The stress engineer stated that he has requested the tolerances around the support, but the NRC inspector's observations clearly indicated that this problem is still occurrin Therefore, if the lugs around the pipe are missing and the insulation is not removed, it is likely that the support could pass inspection when in fact it should had been identified as a problem. This item was identified to the CP&L management and agreed that they would verify that all supports in question have appropriate attachments, either by re-inspection or by engineering evaluation The inspector reviewed QA Surveillance Report N QAS-801, dated 2/20/80 Re,
and discussed with CP&L management how they would resolve the comments QA had in their audi The inspector notified CP&L that this audit and its findings would be re-inspected on the next NRC inspectio IE Bulletin 79-14 remains open until all inspections and evaluations are completed and subsequently reviewed by the NR No items of noncompliance or deviations were identified.
