By {{letter dated|date=August 25, 2021|text=letter dated August 25, 2021}} [1], the NRC staff requested that additional technical information be provided in order for the staff to begin the technical review of Amendment 7 for the HI-STORM FW Certificate of Compliance No. 1032. The letter also requests additional information related to the Amendment 7 proposed reorganization of the Certificate of Compliance. The additional information needed is based on feedback provided by the NRC staff in the July 27, 2021, public meeting on the graded approach proposed in the application for HI-STORM 100 Amendment 16.
Holtec understood the need for supplemental information and expressed our plan to submit that information by October 15, 2021, in a {{letter dated|date=September 8, 2021|text=letter dated September 8, 2021}} [2].

The responses to the RSIs are provided in Attachment 1, with Attachment 2 being a non-proprietary copy. The changes to the proposed CoC Appendix B following the currently approved format of CoC-1032 as a result of the RSIs are provided in Attachment 4. Changes to the FSAR as a result of the RSIs are included in Attachments 5 and 6 for both proprietary and non-proprietary versions, respectively. All proposed changes in Attachments 4 through 6 based on the RSI responses are highlighted in yellow to facilitate the NRC staffs review. Attachment 7 contains the revised licensing drawings supporting the RSI responses. Attachments 8 through 10 contain supporting proprietary documents for the changes made with regards to the RSI responses and the changes made to the licensing bases.
This letter also submits a few minor additional changes related to updating the CoC Appendix B Table 2.1-3 that were not part of the original HI-STORM FW LAR 1032-7 [3]. The reason and justification for this additional proposed change are captured in Attachment 3 Updated Summary of Proposed Changes. The markups associated with this additional proposed change are shown in Attachments 4 through 6 and Attachment 18 contains supporting proprietary documents.
Attachments 11 through 17 contain the supplemental information requested related to the proposed reorganization of the CoC. Attachments 11 through 13 are the reorganized CoC and its Appendices. The mark-ups in these Attachments reflect text changes to the original format CoC proposed in Attachments 2 through 4 of the HI-STORM FW LAR 1032-7 [3] and in Attachment 4 to this letter. Attachment 14 is a matrix showing a high-level perspective of where the information in the original CoC and its Appendices can be found in the reorganized documents.
Attachments 15 through 17 provide the evaluations following the graded approach process described in RIRP-I-16-01. These evaluations support decisions made about where the parts of the original CoC and its Appendices are moved to in the reorganized documents and which parts can be removed or reduced.
Since some attachments to this letter contain Holtec proprietary information, an affidavit requesting this information be withheld in accordance with 10CFR2.390 is included as Attachment 19.
