Subject: Notice of Violation (NRC Inspection Report No. 50-344/86-03)

During a recent safeguards inspection conducted at the Trojan Nuclear Plant, violations of NRC requirements were identified. The violations concern i inadequate access control of the protected and vital areas and failure to make appropriate report _

The inspection was conducted on January 14 through March 4, 1986, and referred to the discussions of our inspection findings held by the inspector with Messrs. J. Reid, J. Street, C. Brown and other members of their respective organizations on January 17, 1986. The inspection is documented in NRC Inspection Report No. 50-344/86-03 which was provided to you by letter dated March 25, 198 The violations were also discussed with you and members of your staff during an enforcement conference held in the NRC Region V office on March 27, 1986 j (NRC Inspection Report No. 50-344/86-11 dated April 9, 1986).
